Case Study 02

Decision Rights & Accountability

How I designed and secured approval for a global RAPID decision-rights framework that clarified authority across the employee lifecycle.

Challenge

Conflicting authority created delay and risk.

Critical People decisions crossed business, agency, financial, contractual, and regional boundaries. Multiple groups sometimes believed they held final authority, creating delayed decisions, recurring escalations, inconsistent policy application, and employee-relations risk.

The need became more urgent during restructuring and operating-model change, when unilateral or poorly defined decisions carried greater organizational consequences.

My Role

I turned recurring conflict into an operating model.

I identified recurring decision conflicts and developed the decision-rights solution. I mapped decisions across the employee lifecycle, identified authority gaps and overlapping ownership, interviewed stakeholder groups, and designed the RAPID framework.

I assigned roles for recommending, agreeing, performing, providing input, and deciding, then created practical scenarios and escalation guidance to make the model usable.

What I Did

  1. 01

Mapped current-state decisions across staffing, onboarding, performance, compensation, promotions, retention, workforce changes, and employee relations.

  2. 02

Interviewed People, business, agency, Finance, Commercial, Compensation, Legal, regional, and executive stakeholders.

  3. 03

Assigned one final decision owner to each issue and separated required agreement from advisory input.

  4. 04

Distinguished business authority from People authority and defined where regional flexibility was appropriate.

  5. 05

Tested realistic scenarios and created repeatable escalation paths.

  6. 06

Facilitated alignment across competing ownership claims and secured stakeholder approval.

Solution

Decision rights designed around real authority.

1

One final decision owner

2

Agreement separated from input

3

Business and People authority clarified

4

Regional flexibility defined

5

Practical scenarios

6

Consistent escalation paths

Results

  • Secured stakeholder approval for the decision-rights framework.
  • Resolved overlapping and conflicting ownership.
  • Clarified boundaries across People, business, Finance, Commercial, and Compensation.
  • Created consistent escalation paths.
  • Reduced the risk of unilateral or indefensible decisions.
  • Gave leaders a repeatable model for real employee-lifecycle decisions across markets.

What This Work Proves

I can make complex authority structures understandable, actionable, and defensible.

The work reinforced that decision-rights frameworks succeed when they reflect real authority and clearly distinguish consultation from approval.
